Don Sims

Founder & Keynote Speaker

Don Sims possesses over 30 years of federal criminal investigative and executive leadership experience, which led to his selection and service with U.S. government agencies and foreign governments in the Global War on Terrorism.

  • He is an independent international consultant supporting the U.S. Department of State's Global Antiterrorism Assistance Program for police leaders in America's partner nations

  • Other work includes:

    • Delivering critical infrastructure and security resilience training to Senegal's international airport law enforcement personnel in 2019
    • Delivering antiterrorism training and security consultations in the Republic of Maldives, Indonesia, and in Brazil prior to the 2016 Olympics
    • Advising the Kingdom of Saudi Arabia and the Republic of Djibouti in building national counterterrorism center models and intelligence fusion centers

  • Previous experience:

    • Criminology expert and personal adviser to U.S. Iraq Corps Deputy Commanding General during Operation Iraqi Freedom (2008-2009)
    • Counter-IED, counter-insurgency, and force protection adviser to U.S. Army brigade combat team in east Baghdad (2006-2007); awarded Army Combat Action Badge
    • U.S. EPA Criminal Division Homeland Security Director; coordinated with leaders of the Department of Homeland Security, FBI, and other federal and state agencies to meet the President's Terrorism National Response Plan and Homeland Security Presidential Directives; directed the EPA Administrator's protective service program
    • U.S. EPA Criminal Division Regional Director; managed operations and environmental criminal investigations encompassing Oregon, Alaska, Washington, Idaho, Texas, Arkansas, and Louisiana; advisor to Oregon's governor on upgrading security throughout the state following the 9/11 attacks

Ronald R. Wampole

Ronald Wampole possesses over 25 years of federal protective, investigative, and supervisory experience with the U.S. Secret Service—planning for and protection of seven U.S. Presidents.

  • ADP Fraud & Associate Safety Investigator; managed threat assessments, special events security, and executive protection
  • Concentric Advisors, Incorporated; conducted strategic vetting, executive protection, threat assessments, and investigations

  • Previous experience:

  • U.S. Secret Service Resident Agent in Charge in Portland, Oregon; directed all investigative and protective duties in Oregon and Southwest Washington; applied extensive experience and training in National Special Security Events (NSSE); planned and prepared emergency management projects and training
  • U.S. Secret Service Special Agent; coordinated and conducted protection activities for seven Presidents and Vice-Presidents, former Presidents, and visiting foreign Heads of State; directed criminal investigations involving counterfeiting, credit card fraud, and identity theft
  • U.S. Secret Service Special Agent; full time member of protection detail for former President Gerald R. Ford and Mrs. Ford—domestically and in foreign offices

Former Navy SEAL John Beltran culminated his military career as a decorated combat operator in Afghanistan and Asia. John’s extensive special operations knowledge, skills, and abilities have led to multiple positions in the U.S. government and private organizations.

  • He is the co-owner of TF-Zombie Ammunition and Chief Marketing Officer and Director of Business for Tetrus Security Solutions

  • Other work includes:

    • Developing teamwork and leadership curriculum for Fortune 500 companies
    • Delivering leadership and team building training to members of the Young Presidents' Organization
    • Conducting research and development on new security industry products
    • Leading high-threat personal security details in the U.S and overseas
    • Improving the combat readiness of Navy personnel through advanced firearms and close quarters combat training techniques

  • Previous experience:

    • Point man for two Navy SEAL Team 1 platoons
    • Department head for the Special Activities, Intelligence, and Special Reconnaissance platoons; awarded the Purple Heart medal for injuries sustained during a combat mission in Afghanistan

Wayne Bailey possesses over 40 years of municipal and federal criminal investigative and Senior Executive Service (SES) leadership experience.

Presenter

David Brown is a former Navy SEAL and retired Senior Executive with the U.S. Department of Interior’s Office of Inspector General.

  • David and his wife manage a non-profit theatre for performing arts in Navasota, Texas

  • Previous experience:

    • Naval Special Warfare Operator with Underwater Demolition Team 21 and SEAL Team 4 with multiple deployments to Central and South America, Europe, the Middle East, and Africa
    • Naval Aviation Water Survival Training Program Instructor; trained crewmembers and pilot water survival procedures and techniques
    • Federal law enforcement Special Agent with 28 years of experience, including executive positions with the U.S. Department of Interior

Russell Sims

Research & Curriculum Developer

Russell Sims is a graduate of Portland State University with a Bachelor of Science degree in Criminology & Criminal Justice. Since 2012, he has utilized his extensive research capabilities in identifying a broad spectrum of significant empirical neuroscience studies on individuals and teams during critical, acute stress situations—requiring quick thinking and the ability to perform immediately to avoid negative consequences. Russell incorporates research findings, lessons learned, and best practices into the training modules and classroom exercises delivered by Seapower's presenters.

  • Russell is a Security Agent for the National Basketball Association's Portland Trail Blazers. He also holds a national Emergency Medical Technician (EMT) certification

  • Certifications:

    • Private pilot AEL, instrument rated; National Emergency Medical Technician (EMT); Hazardous Materials Awareness and Operations

  • Interests:

    • Mountaineering, scuba diving, martial arts, and long-distance running
